·       New Land Pooling Policy: A new Land Pooling Policy has been introduced where instead of government authorities, the land will be procured by private builders and then further construction activities would be carried out under the DDA supervision. In this way residential complexes will be developed cooperatively or to be sold out by private builders to public. 

·       Public Private Participation: In the master plan, the push is given to decentralised local area planning under New Land Pooling policy. The initiative has been taken so that government may no face unprecedented incidents of protest by land owners demanding more cost of their property.
